Every year the number of industries that use or produce a huge amount of harmful substances is increasing in the world. These substances move along the roads of countries and cross the borders of various states. In connection with the extreme danger of such transportation at the international level, a set of rules for the transportation of these substances was developed. Naturally, not every carrier can carry out this kind of activity. It is allowed to do this only after receiving the ADR for the transport of dangerous goods.

What is ADR
ADR (road transport of dangerous goods) is an international agreement adopted back in 1957. It regulates the rules for the movement of dangerous goods on the roads of Europe. Our country joined this agreement in 1994. Thus, obtaining an ADR permit is extremely important for companies whose activities include the production, storage, transportation and disposal of hazardous substances.
This agreement has been brought into line with domestic Russian legislation, and the Russian Federation, like other states that have acceded to the agreement, has the right to make changes and clarifications to the rules and regulations.
Structure
ADR consists of two complementary parts - A and B, which, in turn, have several sections and subsections. The first part contains information about hazardous substances and the features of their transportation. There are seven parts here, namely:
- Introductory information and provisions.
- The principle of classification of harmful substances. Dangerous goods according to the international classification are divided into 9 main classes and several subclasses.
- Represents a list of the main types of OG, indicating the limitations.
- Describes all the main requirements for containers for the transportation of these substances.
- This section is devoted to the description of the stages of transportation.
- Here are all the requirements for testing containers and various containers intended for the transport of agents.
- The authors describe the requirements that apply to the transportation process itself, from loading to unloading at the destination.
Part B shows the basic requirements for equipment and the moving process itself.
- It describes all the requirements for drivers and accompanying persons, as well as information on documenting the process.
- Clear design characteristics for road transport approved for this kind of transportation, and exhaust gas marking.
This document must be available in every transport company specializing in the transport of hazardous substances. It is issued together with the obtained license. A company applying for such a permit must clearly understand what substances are dangerous and what requirements apply to their movement. The same knowledge should be possessed by people who will be entrusted with the management of specialized transport. It is they who bear full responsibility for cargo transportation from the moment of loading to the moment of unloading, and, given the specificity of the transported, any incident on the road can have unpredictable consequences.
General information about ADR
The International Agreement for the Road Transportation of Dangerous Goods (abbreviation ADR) by road was drawn up and signed in 1957 in the city of Geneva. The treaty prescribes the specifics of registration, packaging, as well as the movement of harmful products and substances of various types of danger on the roads. The agreement is still in force and must be strictly observed in the following states:
- European Union;
- Russia;
- Morocco;
- Azerbaijan;
- those who plan to join the European Union.
All countries participating in the harmonization have the right to adjust the prescriptions of ADR in accordance with domestic legislation. Accordingly, when planning to cross the border during a trip, it will not be superfluous to clarify and take into account adjustments regarding ADR in the country of destination.
Who can get ADR
Every driver who will work with dangerous goods will need to obtain an ADR certificate. This document confirms the readiness of the carrier for such activities. Almost every person who has the required category open and has a driving experience of at least 3 years can obtain a permit for the transport of dangerous goods by road. In addition, he will need to undergo special training. During the training, the driver gets acquainted with:
- with a marking system;
- with the division of the exhaust gas into categories;
- with the principles of first aid in case of emergency;
- with the rules of primary fire extinguishing, degassing, disinfection, etc.;
- with rules for responding to an emergency situation.
In the event that the cargo will be accompanied by other persons, they will need free-form certificates. There are currently no norms regulating the issuance of these certificates by regulatory organizations. They will also be required to undergo training under the program of the Ministry of Transport of the Russian Federation.
ADR certificate
Previously, a certificate of admission to the transport of dangerous goods was a booklet consisting of two pages. Today ADR is a plastic version, a little more than a regular bank card. Data on the driver are located on both sides of the document. The following information is displayed here:
- Personal data of a person - full name.
- Open categories after completing the training. When passing driver training, certain classes are opened - in tanks and outside of tanks. The certificate will display only those classes that were included in the curriculum. The rest will simply be crossed out in both columns.
The validity of such a document is 5 years, and it should always be with the person driving the special transport, if he is on a flight. In the event that the driver will carry out cargo transportation to another country, he will not need any additional permits, as this is an international certificate.
ADR - what is it?
ADR is a worldwide agreement created with the assistance of the UN, which is a set of rules of the road for the transportation of high-risk goods. The states that signed this agreement assumed obligations to fulfill the developed conditions for the movement of special cargoes on their own territory.
Dangerous goods are those that can cause damage:
- environmental situation;
- life and health of the population.
The agreement was accepted by all EU countries, Russia, and a number of Asian and African states.
Basic requirements for the transport of dangerous goods
The set of regulations that establishes the rules of transportation and is ratified by the countries participating in the agreement is a composite document that consists of the agreement itself and two annexes.
The first appendix classifies the list of potentially hazardous substances, objects and other goods. Various adjustments and additions are regularly made to this list.
The second annex is a set of technical requirements for vehicles intended for the transport of dangerous goods.
Of course, this documentation is quite extensive, so it is divided into nine more subsections: the first consists of seven, the second - of two. The structure of these appendices is a set of chapters and paragraphs and fully complies with the rules for drawing up international protocols.
The ADR Agreement, which establishes standards for the transport of dangerous goods, is mandatory for implementation within all states that have signed this document. It is important to add that any country that is a member of the UN has the right to establish additional conditions for the carriage of especially dangerous goods on its territory, together with those already available in the ADR agreement.
Rules for the transportation of dangerous goods in Russia
In the Russian Federation, the basic requirement is that the driver has an ADR certificate that meets all generally accepted standards. Under the settlement agreement, there are nine classes of different high-risk cargo. The carriage of each of these types of parcels implies the presence of an ADR certificate of the corresponding class.
Also in Russia, in addition to the basic global requirements, there are a number of additional rules governing the transport of dangerous goods. The Temporary Instruction regulating the sequence of use of various vehicles is obligatory for execution.
Documents required for issuing a certificate
Issuing a permit for the transport of dangerous goods is possible only after the driver provides the following documents:
- Certificate of completion of special training, at the end of which an exam is taken. Only in case of successful delivery, ADR is issued - a certificate of admission to the transport of dangerous goods, according to the international standard.
- In addition to passing a special program, a person will be required to have an open corresponding category of driving a car in a driver's license.
- Certificate of medical examination.
- Appropriate age.
- Driving experience of at least 3 years.
Features of the transportation of dangerous goods on the territory of the Russian Federation
In our country, the key requirement for the transportation of special cargo is that the driver has ADR - a certificate that meets international standards. According to an international agreement, there are nine categories of various high-risk goods, and the transportation of each type of these parcels requires the driver of the vehicle to have ADR - documents of a certain category.
In addition, in the Russian Federation, in addition to the basic requirements for the transportation of special substances, there are a number of internal documents that regulate the process of their movement through the territory of the Russian Federation. Also in 2021, 2 new requirements for flexible bulk containers were introduced. A new note has been included to allow the use of flexible bulk containers that have been approved in a non-ADR country.
Another change concerns the placement of large danger signs. They should now be placed on two opposite sides of flexible bulk containers. This is not entirely common in containers and bulk containers where large labels are affixed to two sides and two ends.
Where and how to get a certificate
The driver can be trained in order to obtain a permit for the transport of dangerous goods in certain institutions, most often it is the DOSAAF of the region or region. All addresses can be found on the Internet on the official ADR website. In this case, the applicant will be required to provide:
- a personal statement from the driver;
- any document to confirm the identity and place of its registration;
- rights with an open category that allows you to drive a car of the category necessary for transportation;
- tuition checks.
After completing the training, the driver passes an exam to the commission and only after that receives a certificate. Since it has a validity period of 5 years, after the expiration of this period, you will need to apply for its extension. Repetition of training is not required if a person has worked in the transportation of hazardous materials and substances during these five years and has good experience. If for some reason the driver worked in another field, then the exam will need to be taken again.
The cost of the certificate
Since 2013, the procedure for obtaining an ADR by a driver has undergone a number of changes. If earlier it was possible to simply pay for tuition, listen to lectures within one day and receive the desired document, today this procedure will take a slightly longer period. You still need to pay for the tuition, and then you have to listen to a course of lectures within 4 days. Only then will the student be allowed to take the exam. The exam will be passed only if the erroneous answers do not exceed 5%. Otherwise, the examinee will receive a refusal to issue an ADR certificate.

Documents required for the driver to transport dangerous goods
Going on a flight, the driver needs to have a rather large package of documents with him:
- driving license with a category for driving a car of this class;
- certificate confirming the registration of the car;
- if the car has a trailer, it must also have documents;
- maintenance ticket or diagnostic card;
- documents confirming the driver's right to drive this vehicle (this document is required if the car is not the property of the driver);
- vehicle approval for the movement of substances and materials of this hazard class, it is usually obtained at the traffic police department;
- OSAGO;
- ADR certificate;
- certificate with medical clearance for this flight.
In the event that the driver travels alone - without an accompanying person, he must also have accompanying documents for the transported cargo:
- Waybill. The first part of this document should indicate the route with a full description of the distance, places to refuel and rest, difficult sections of the road, etc. In addition, it contains information about the sender and recipient of the cargo. The second part contains complete information about the transported substance.
- Waybill.
- Material Safety Data Sheet.
- Certificate.
- Emergency card. This lists all possible measures that can be taken in the event of an emergency.
Transportation of dangerous goods by tanks
According to the agreement, any employee of the organization who has undergone training can obtain a permit for the transportation of goods with a hazard class. But for transportation on tanks, employees who already have experience in moving on tanks are allowed. If an employee has previously transported liquid bulk products that do not belong to any of the classes of the ADR agreement, then after completing the training, the employee may receive an admission.
ADR certificate for the right to provide services for the transportation of goods on tanks of various types, is issued for the provision of services by road:
- On built-in tanks or demountable type tanks.
- Tank containers. Tanks with a removable body.
For transportation of substances of liquid, powdery, gaseous and granular fraction.
For the transportation of hazardous materials by road tankers, the same list of necessary safety procedures applies as for the transportation of dangerous goods by containers and onboard road transport.

Denial of permission
