Gostekhnadzor is a state institution whose legal powers include supervision of the technical condition of tractors, road, construction and agricultural equipment, as well as some other vehicles.

Machines subject to registration with Gostekhnadzor bodies
All self-propelled vehicles that have the following parameters are subject to mandatory registration:
- the working volume of the engine cylinders is more than 50 cm³;
- maximum motor power - more than 4 kW;
- maximum speed - up to 50 km / h;
- due to their technical features, they are not intended for movement on roads.
Self-propelled vehicles include the following types of equipment:
- Tractors and minitractors (with the exception of motoblocks).

Registration rules in Gostekhnadzor
Registration of self-propelled machines and tractors is regulated by Decree of the Government of the Russian Federation No. 938 of 08/12/1994. The last change to the document took place in December 2013.
Who can register self-propelled equipment
Tractors and other self-propelled machines may be owned and registered on:
- individuals;
- legal entity;
- foreign citizens in the presence of documents confirming the legality of their stay on the territory of Russia.
Registration actions are carried out in the territorial body of Gostekhnadzor, located at the place:
- registration of an individual;
- legal address of the enterprise;
- temporary registration and stay of foreign citizens.
Registration deadlines
Owners of all self-propelled vehicles before the expiration of 10 days from the date of purchase of the vehicle must appear at the territorial body of Gostekhnadzor to carry out the state registration procedure.
The calculation of the registration period begins from the date of conclusion of the contract of sale or other document confirming the right of ownership.
For non-compliance with this requirement of the law, administrative liability is provided.
Requirements for self-propelled vehicles
Tractors and self-propelled machines are registered with the Gostekhnadzor if they meet the following requirements:
- do not have changes in the design that are not provided by the manufacturer;
- do not pose a danger to people and the environment in the process of operation for its intended purpose;
- have originals of all necessary documents;
- homemade tractors must meet all safety requirements.
Required documents
To carry out registration actions, the following documents must be submitted to the territorial body of Gostekhnadzor:
- statement of the owner (authorized person);
- passport of the owner (authorized person) or other document that can be used as an identity card;
- a contract of sale or other document on the basis of which the right of ownership was transferred (certificate of entry into the right of inheritance, donation agreement, court order, etc.);
- registration certificate;
- valid OSAGO policy;
- technical inspection certificate drawn up by an authorized employee of Gostekhnadzor;
- a document confirming the absence of transport tax debt (checks, receipts) for the expired reporting period when registering used equipment;
- transit registration plates (if issued);
- a receipt with a bank mark on the transfer of state duty;
- a notarized power of attorney, if the applicant is not the owner of the car.
The procedure for registration of state registration
The registration procedure in Gostekhnadzor consists of the following steps:
- Immediately after purchasing a self-propelled machine, take out OSAGO insurance for it.
- Collect the above documents.
- Contact the territorial body of Gostekhnadzor at the place of your registration.
- Obtain current payment details from the employees of the department and pay the state duty.
- Fill out the application form.
- Provide your tractor or self-propelled machine for technical inspection by an employee of Gostekhnadzor.
- Submit the documents for the necessary registration actions.
- Get a license plate and registration certificate (should be issued within 11 days from the date of receipt of documents).
Temporary registration
All self-propelled vehicles that are imported into Russia for a period of more than 6 months in order to carry out any work are subject to temporary registration with the territorial bodies of Gostekhnadzor. After the expiration of the temporary registration period, they must leave the Russian Federation.
Rules for registration of self-propelled vehicles in 2021
For the registration of tractors and self-propelled equipment, special rules have been developed, in accordance with which the owner must act.
These rules came into effect in 1995. The document is periodically updated with amendments. The latest rule changes are from 2014.
Changes for 2021
From 01.01.17, amendments to Art. 333.33 of the Tax Code of the Russian Federation, which regulates the amount of state fees for the implementation of registration actions.
The new rules dictate an increase in the size of state duties:
- for issuing registration plates for a tractor or self-propelled vehicle: from 1,000 to 1,500 rubles;
- for the issuance of a registration certificate: from 350 to 500 rubles;
- for temporary registration: from 200 to 350 rubles;
- changes in the vehicle passport: from 200 to 350 rubles.
The state duty for registration of self-propelled vehicles is collected from the owners both when registering a self-propelled vehicle and when deregistering it.
Who can register?
The Rules of the Code of Administrative Offenses (clause 2.1) fix the possibility of owning any self-propelled equipment for both individuals and organizations and enterprises.
If the owner is an individual, then self-propelled equipment is registered at the place of his residence.
For foreign citizens, vehicles are registered at the address of temporary registration or indicated in the document certifying the right of its presence on the territory of Russia.
For individuals officially registered as refugees, self-propelled vehicles are registered at the address contained in the refugee certificate. On the legal entity, the equipment is registered at the address of the enterprise.

All documents submitted to the Gostekhnadzor bodies must be drawn up in Russian, without uncertified corrections and errors. Documents provided in translation must be certified by authorized organizations.
Employees of the Gostekhnadzor bodies are required to inspect the vehicle and draw up an act . As a rule, the inspection is carried out on the territory of Gostekhnadzor; the second option is to call an employee at the address where the equipment is located.
The OSAGO policy is needed for those vehicles whose speed exceeds 20 km / h.

As a result of deregistration, the owner of the vehicle receives:
- PSM with the changes made;
- transit license plates (in case of selling the car to another region or outside the Russian Federation).
State duty for the implementation of registration actions
To register any tractor or self-propelled equipment, in accordance with article No. 333.33, part 36 of the Tax Code of the Russian Federation, it is necessary to pay a state duty in the following amounts:
- obtaining license plates - 2000 rubles;
- making changes to the technical passport of the car - 350 rubles;
- obtaining a certificate of registration - 500 rubles.
The state duty for deregistration of a self-propelled machine as a type of payment does not exist today. In the event of termination of registration, the owner of the vehicle is obliged to pay only 350 rubles for making a new entry in the registration certificate.
Documents for registration of special equipment
- Copy of identifying documents for the owner (legal or natural person);
- A copy and original of the passport of the self-propelled vehicle (PSM) with the mark of the previous owner;
- Copy and original of the contract of sale (commission) for the purchase of special equipment;
- Original leasing agreement with the act of transfer of equipment (registration to the lessee);
- Cargo customs declaration (CCD), if the equipment was not manufactured in the territory of the Russian Federation;

Registration in Gostekhnadzor through the MFC
To provide services of state institutions to Russian citizens, multifunctional centers were created throughout the country. You can contact the MFC office to register a tractor or self-propelled machine. In this case, the entire procedure takes up to 15 working days and consists of the following steps:
- The owner or his authorized representative provides all necessary documents.
- An employee of the MFC informs the date, time and address of the technical inspection at the territorial body of Gostekhnadzor.
- After the technical inspection, the owner of the equipment in the office of the MFC receives registration marks and a certificate of registration.

Grounds for refusal of registration
Gostekhnadzor employees have the right to refuse registration actions if:
- the owner provided an incomplete set of documents;
- the validity of the passport of the owner of the vehicle or the OSAGO policy has expired;
- self-propelled vehicle is wanted;
- the documents show signs of forgery;
- the numbers of the units do not match the data of the data sheet or the contract of sale;
An authorized employee of Gostekhnadzor, if there are grounds for refusing to register self-propelled vehicles, must justify his decision in writing.
Appeal against the decision of the department
The owner of self-propelled equipment has the right to file a complaint against the actions of both the territorial body of Gostekhnadzor and its individual employees. In this case, you should contact the higher department of the department or the court. The grounds for filing a complaint are:
- violation of the statutory deadlines for registration;
- unreasonable refusal to accept documents;
- the requirement of an employee of the department for a fee not provided for by the current legislation;
- refusal to correct errors in documents made during the registration process.
A complaint can be submitted personally to the territorial body of Gostekhnadzor, sent by registered mail or through the MFC. The review period is 15 business days. The complaint must include the following information:
- Name of the territorial body of Gostekhnadzor, as well as full name and the position of the employee whose actions the author of the document considers illegal.
- Full name, address of the applicant and his contact details for receiving a response.
- Description of actions and decisions of officials that the applicant intends to appeal.
- The arguments on which the complainant is based in the preparation of the complaint.
Responsibility for non-compliance with registration deadlines
For non-observance without good reason of the 10-day period for registration of self-propelled vehicles from the moment of their purchase, according to Article No. 19.22 of the Code of Administrative Offenses of the Russian Federation, administrative liability is provided in the form of a fine:
- for individuals - from 1.5 to 2 thousand rubles;
- for officials - from 2 to 3 thousand rubles;
- for enterprises - from 5 to 10 thousand rubles.

Termination of registration
In the event of the following circumstances, tractors and self-propelled machines must be deregistered by Gostekhnadzor:
- sale with subsequent registration in another territorial body of Gostekhnadzor.
- change of address of registration of the owner;
- termination of ownership;
- theft;
- decommissioning and disposal.
When deregistering a car, state license plates are handed over to the territorial body of the department that issued them, since it will be possible to get new ones at the new place of registration.
